and China are having sister institutes set up with
support of UNIDO. The Institute of Pesticides
Formulation Technology (IPFT) at Gurgaon,
needs to be similarly facilitated and more GLP
approved labs are needed so as to make our
products suitable for registration in developed

Review of India-ASEAN FTA in respect of
Chemicals products. Also, the import duties on
Soap /Surfactants (Ch3401/3402) and
Oleochemicals, especially Fatty Alcohols (Ch
382370/290517) may be increased from Zero to at
least 15% as domestic capacity of all these products
is far in excess of the domestic demand.

where the products exported from India are
being imported but India’s export share in
these destinations is less vide e-mail dated

We have directed EPCs vide letter dated

to this Department. Also, communication has
been sent to respective State Governments to
provide information pertaining to their states
so that the stakeholders be made aware about
Department Trade policies, programmes ,
incentives and support extended by the
Government vide Letter No.5/3/2018-

Removal of pre-import condition for claiming
IGST exemption under duty elimination schemes of
Advanced Authorisation/ EPCG/ 100% EOUs.
Government in October 2017 exempted the payment
of integrated tax and Compensation Cess for the
supplies made for exports under Advanced
Authorisation scheme. However a “pre-import”
condition was introduced which implied that to avail
this exemption, exporters have to first import the raw
materal and then export the finished goods. This
condition didint exist in pre-GST. Various
representations have been received from exporters
association. Even post GST, the imports under
Advanced Authorisations are exempted from payment
of Basic Customs Duty, ACD, Safeguards Duty,
wherever applicable, whether goods are imported
prior to exports or subsequent to exports. Only in
case of Integrated Tax and Compensation Cess, the
pre-import condition has been imposed creating
practical difficulties for the exporters and capital
blockages for them.
A proposal has been sent to D/o
Revenue. The proposal will be
considered by the Committee of
Exports under the chair of Finance
Secretary shortly.
NOTE:- This matter was initially added
in the Action Plan for EP(CAP).
However, since this is a common issue
for all Sectors and all EPCs. DGFT is
taking action on this and as on date, this
has been included in the Action Plan for
cross-cutting sectors.

SMEs, largely have outdated technology/machines
with high operational cost and poor efficiencyEstablishing a Technology Upgradation Fund

Plastic processing industry is dependent on
imports of DOP plasticizer:(Dioctyl phthalate)
as the local production is very small. Inclusion of
HS code 29173200 in India-Korea CEPA
agreement so that BCD exemption can be

Plasticizers are not getting export benefits for
export to Nepal and Bhutan. The exporters
informed that their exports to these countries
are not allowed under dollar exchange and are
considered under domestic exports. As a result,
the exporters are unable to received export
benefits and could not compete with foreign
competitors.

SHEFEXIL has submitted a Pre-budget proposal
in this regard to this Department which will be

SHEFEXIL’s MAI Proposal for conducting Toxicity
Study of Shellac (E 904) based on the Public Call
issued by EFSA
The proposal would be discussed during the
Sub-Committee Meeting scheduled to be held
on 23.10.2018 under the Chairmanship of
JS(R).
Research to support use of Guar Gum ( E412 ) in
food for infants below 16 weeks of age in response
to Call for data by EFSA, EU(Action:- E&MDA)
The proposal has been recommended to
E&MDA Division for consideration. would be
discussed during the Sub-Committee Meeting
scheduled to be held on 23.10.2018 under the
Chairmanship of JS(R).
Product Development for moving up the Value
Chain – Guar Gum
Second tender to be floated by SHEFEXIL. Bid
document finalized. The Council initiated
dialogue with DAVP Authority regarding the
cost estimate / media plan for advt. of the
Notice of the 2nd Tender which is in process.
On board Nutraceuticals into Shefexil’s portfolio of
Vegetable Saps & Extracts and focus on their export
growth (Action:- SHEFEXIL)
SHEFEXIL to submit representation in this
regard to this Department.

Focus on North East India exports – Proposal for
conducting the feasibility study for value chain
assessment and to assess the feasibility to establish
a bamboo tech park in NER (Action:- SHEFEXIL)
SHEFEXIL was advised to submit its proposal
to DACFW) and seek support under NBM. The
Council mentions that they have submitted a
proposal in this regard under MAI Scheme since
directly seeking support under NBM looks
difficult.
Plea for reduction of GST of 18% on Guar Gum
Powder, ITC(HS) code 13023230 to 5% under the
GST schedule
Pre-Budget Proposal submitted by SHEFEXIL
in this regard; the same will be taken up
appropriately.
Institutionalizing MEP (Minimum Export Price) for

This Division have requested DGFT to examine
the matter and furnish appropriate advice to the
Council vide OM no.-K-15021/2/2017-

Enhance exports of 25 identified herbs ( medicinal

Shefexil has formally awarded the study to RIS.
In the meantime, RIS has invited appl. for
Research Associate/Assistant for the said
project.
Reduce Trade Barriers by negotiating for zero duty
market access under various FTA negotiations

SHEFEXIL to furnish inputs concerning Trade
Negotiations to the Territorial Division under
intimation to EP(CAP) Division with
